  Usually drums are more likely to be out of balance than rotors but take a 
look that neither is heavily worn.  Usually bent, out of round, mis-mounted,
 or a bulge in the tire is more noticeable at lower speeds than higher.  If 
you have a bad shock/strut then a slight out of balance will do the 
basketball 
thing.  I think we've all seen one or more of those going down the highway.  
It's usually the back but...  Also pull the tire and shake to listen for 
something 
loose in there.  Otherwise recheck the balance again and it's possible it's 
a rear transmitting enough vibration through the body.
