I've worried about this also, although I've never had one fail. The one and 
only time I paid to have a TBelt done, they put it on too tight (I think), as it 
whined like crazy. They said it was normal and would stretch eventually. 
That was the last time I paid someone to work on my car...

This recent tbelt change I did left me with that same whining - I guess I 
was a bit over zealous on tightening the belt. Fortunately, advancing the 
pump timing had the effect of loosening the belt just enough to get rid of 
the whine. :-)

I think the book says something like the ability to twist the belt 45 deg 
midway between pump & cam. I'd say proper belt tension is more like 75-
90 deg twist at this point - at least that's where the whining seems to go 
away.
