of exactly measured fuel.
The stroke on these wonders are fixed at about  80 thou . And you are right
about fuel in ,  is where the GO power comes from. So the timing of pump
is your next step. If that does not do it  ---check internal pump pressure versus
RPM.     at 1000 RPM (pump)  the pressure should be  4.6  to  5.2 bar.
That's you timing advance.
I would move the pump a pencil line advancing and park next to a known good one,
and compare sound.    Pumps usually need to be advanced more than books say
on older VW diesels.
