Try Hillbilly TUNING first  --- the Billy part is a misnomer  it is actually a highly
sophisticated way of tuning an OLD   diesel.    If you can NOT find it in archives
I shall be happy to post it again.  I think Scott Kair made a condensed version.

It is time consuming  and a pencil line move on pump makes a difference from smoke 
(or fog) to running right. -----   Never trust PO description of anything.

It moves   RIGHT ?   ----keep on TUNING.    ---but you must test flywheel mark against
top position of  # 1. or # 4. cylinder.-----with head on make it # 1.

The scribe line on pump is extremely important.   I use nailpolish   and a needle.

Pump pressure  ---in your case MUST be tested.       Don't give up .    You are so close.
