I've lost track...
Is this a TD or NA?
For an NA, generally, turn the Max Fuel screw in until you get the smoke
you are comfortable with. In for more fuel->more power, more smoke,
Out->less fuel, less power, less smoke.
For a TD, you have to be careful. This screw really needs to be adjusted
with regard to Exhaust Gas Temps. You can exceed EGT limits before
exceeding smoke limits.
The Max RPM screw works in parallel to the Max Power Screw. Turning the
RPM screw out is doing the same as turning the Max Fuel in.
With the limited range of the Fuel screw because of the sleeve, I always
set my RPM screw to give me maximum pedal travel, and then adjust the
fuel screw out to compensate. This way, I am never limited by the fuel
screw.
