There's no return spring that I know of. You pull the knob, you push the
knob. The cable connects to a lever at the bottom of the pump and it's
sometimes a bit stiff, depending on where the engine stops. Once
timing is set and all that, you rarely hit a stiff spot though.
To adjust the cable you push the knob all the way in, get a long, blade
screwdriver and loosen the lock bolt on the cable, behind the pump.
Push the lever all the way "forward" unti it hits it's stop, then retighten
the cable.
Somewhere in '86 they started the fast idle mechanism. The knob has a
halfway detent to it I believe. First part is timing advance only, second
part is fast idle. You'll know if it has it or not by the extra linkage
going from the advance cable lever to the throttle lever.
Since the timing advance is a "step advance" it simply raises the bar
for the advance until the normal, linear advance curve meets it. Then the
timing advances identical to how it does with the knob in. This point is
somewhere around 2000 rpm (don't remember exactly what rpm). Most
of the time you're driving you're above that anyway so driving with it out is
no biggie but the engine does tend to be a bit quieter with it in.
