23:1 CR creates a LOT of suck on the intake stroke, NA or TD. Just put
your
hand over the intake sometime and see, but be careful or you'll get a big
hickey that you'd rather not have to explain. ;-)
It's "normal" to find some oil pooled in the intake regrettably. Notice
and
there are drain holes drilled in the bottom of it to pull the oil into the
runners so it won't just accumulate and slosh around.
If the air filter was a little dirty and 5 quarts/L were put in then that
sure
could do it, especially when you add in the non-Y breather setup.
A 1.5 technically only requires something like 3.8 quarts of oil I think.
Four works just fine unless you make it 5 then you're more than a quart
over! He probably put in 5 quarts.
