Only thing creating fast idle is extra fuel.
 Only thing controlling fuel is sleeve position.
If the external levers are all at rest against their stops
then its one of the internal forces...
Weak return spring?
Sticky sleeve?
Governor problems?
Whats yor LDA do on your ECO?
