If you are talking about the polycarbonate headlight lens, then it's not
the bulb, but sunlight.
My 97 Caravan had this, and my Passat had this as well. This forms on
the outside. At least in my cases.
The polycarbonate is very sensitive to UV and moisture. In addition, it
is a very soft material. All polycarbonate headlamp lenses required the
application of a UV blocking, silicone or acrylic hard-coat on the
surface to provide for some acceptable length of performance. These
coatings work much like a sponge and will only absorb so much UV before
it starts to get to the base polycarbonate. With time, the surface of
the polycarbonate starts to degrade.
There are some products out there specifically made for this
application. It is my understanding that none of them are permanent.
