My guess is that you are not aligned properly.

The newer rotary pump is a direct replacement for the older diaphragm
pump. A quick look through ETKA shows that the two pumps were used
interchangeably during the switchover years 85-86, along with NO
differences in oil pumps.

Pierburg (a VW OEM provider) shows their rotary pump as a replacement
going all the way back to '79.

Put a dab of grease on the tip of the oil pump shaft and see how it hits
the bottom of the drive gear. This will tell you which way and how far
to pre-turn the vacuum pump drive gear. Alternately, you can just turn
the engine over by hand until it drops in.
