[Vwdiesel] Nicks supersmoker problem found

Cylinders need to be scuffed up any time rings are disturbed. Green scrubby pad would be OK to remove carbon; brass brush in electric drill would be better, as suggested by James Hansen. Then check for ridge. Make sure there is nothing to catch finger nail on. Quick re-hone just to remove glaze & establish cross hatch pattern. Wash bore with soap & water & bristle brush to remove abrasives left in bore. Oil rings on assembly. Stagger gaps.  
In my opinion, broken oil ring had to be during assembly, or you'd have found the missing piece. Machine shop should at least supply you with new rings & gaskets for this repair. A lot of BS for someone else's butcher job.

With only 5K on the engine do I need to go back over the cylinders with a hone?
