  From what I recall the longer the runner the more it helps "stuff" the 
cylinder at lower rpm.  considering the length of most runners you 
see, the stock NA VW runners are fairly long.  I'd guess too long to 
be helping above 3K rpm.
  I remember hearing about a car that had variable length runners.  
As the engine went above a certain speed, the manifold moved or 
something to shorten up the runners.
