  The spring perch is what the spring sets on.  Lowering it reduces the 
spring pressure.  That lets the boost enrichment begin at a lower pressure 
and come in more quickly as well.  At least the best I've been able to 
interpret it.  
  I've always GAINED a little fuel economy by turning up the fueling.  
Of course I ALWAYS have my foot either to the floor or at cruise so 
more fuel gives me less time on the floor so less fuel overall I guess.  
Only explanation I can think of.
