  They seem to be.  Had one partly apart but I didn't have time to 
study it, just flush out rust from a Genuine GM fuel filter.  :-P
If you plug the fuel return (as an extreme example, which does 
happen fairly frequently) the engine will slow and keep slowing until 
it starves out and dies.  Lower pressure in the pump would do the 
opposite, increase fuel.  Air in the pump would allow compression 
of the space, lowering the internal pressure briefly.
