MAN that fan is in an idiot spot....
Buddy today told me that they have to pull the cab on his new Ford diesel
truck to get the motor out.
That beats pretty much everything I can think of.... I have a new take on
the fan thing.

  I seem to remember reading that the following year had air bag AND a
glove box and it was retrofittable.  That may have been in a Jetta unless
the Jetta always had a glove box, in that case it applies to the Passat. :-)
It's a small glove box but YES anything at ALL is better than what it
has(n't).
