  Couple of possibilities.  Of course head gasket and radiator have been 
covered.  Use a thermometer in the reservoir to check the actual temp 
and compare that to what temp of thermostat you have in the car.
  If you have the A/C turned on then the fan will run all the time or 
nearly so depending on your level of charge. 
  You replaced the radiator thermoswitch.  These are matched to the 
thermostat.  If you're running an 87C thermostat and a thermoswitch 
for an 80C stat then it would run just about full time.
  (Just because the gauges don't have a scale doesn't mean they're 
incosistent.)
