Its a 95, Jetta.

  That's different than the earlier ones and thus has a different fuel line 
connection and weak spots and so on.  
  Likely it's very similar or identical to Dad's Passat.  We had three 
different air in fuel places.  The main one was the clear fuel line.  
They went to crimped ends with the banjo fittings on hoses crimped 
to clear line.  The crimp leaks where the rubber hose goes into the 
"tulip" of the crimp steel.  We stuffed that with JB Weld and that solved 
that.  
  The other area was the thermostatic thingamajig on top of the fuel 
filter.  It wouldn't go into tank return mode and stayed in recirculate.  
Air couldn't get out plus it was acting partly restricted when it was 
sticking as well.  We pulled it off and blew through it, heated it, etc, 
to test it.
  The last possibility was the fuel pickup itself.  The return it seems 
connects to a flex piece then a tube that goes near the bottom of the 
tank.  Probably to keep air from getting back in through the return 
side.  The flex/accordion piece had slipped off the tube.  
  After fixing ALL of those and running it a bit we had no more air 
bubbles and more power. :-)
