As I understand diesels in general, they only put out as much power as
you request. Because you meter actual fuel quantity, as opposed to
constant fuel and metered air in a gasoline engine, you can make them as
economical as you like. However, if you want more power, it is
available.

I think you would put a lot of work into very minimal gains, trying to
put a 1.9TDI head on a 1.6TD short block.
