Actually the only TDI available in the U.S. bound Golfs and Jettas, has
been the least powerful one (90hp and recently 100hp, the PD).
Everywhere else has available the more powerful (100,110, 115, 130,
150hp versions), yet equally fuel efficient versions.
On second note, I don't know that I have ever drive a four wheel vehicle
that had too much power.

It seems we share similar feelings about power requirements... but I
think we are a very small minority! (my NA Jetta feels positively snappy
most of the time :-)
I think the biggest problem would be pistons - you may need to source
Euro 1.6 pistons, and possible rods and crank. The TDI pistons have the
combustion chamber built in. I think the main reason for the 1.9TDIs
(aside from the general desire for more power in the US/Canada) is the
added weight of the newer cars. A new G/J is about 600 lbs heavier than
an A2. That said, the current TDIs still have way more power than they
need. My Dad says their '03 Automatic TDI Jetta can storm up the
grapevine passing just about anything, even loaded to the gills. And it
still gets 45mpg with the cruise set at 140km/h.
A 1.6TDI with mechanical injection would be a great solution for sure -
the TDIs are nice, but I don't like the drive by wire, or all the things
that can go wrong in the electronics.
