Thanks, Loren for the details.
I've reset the max fuel screw up (although the lock nut is beat up, so
I'm thinking the PO fiddled with it.
I also found the max/mix and factory settings on the aneroid (one screw
needed a little hammer tap and some P'Blaster, so I don't think the po
fiddled with that. I turned it down to a minimum. The kid doesn't want
to go for a ride, so I'll have to wait to test it. If things don't work
here's the next plan:

pull aneroid line.
set max fuel screw so it doesn't smoke.
put aneroid line in.
adjust diaphragm by spinning (moving eccentric) so no smoke
readjust max fuel if necessary
adjust idle screw on accelerator cable if necessary
if it still smokes at high rpm
turn screw on top on aneroid down, (effectively putting a stop in
downward aneroid travel at the high end? - or is this resetting the
range of the eccentric, allow even less fuel throughout the boost range?
I guess I'm still hazy on how the plunging of the aneroid alters fueling
- it's the pin movement in and out, yes?)

This should maximize fuel in the low rpms without smoking at the high
end (max fuel screw without aneroid)
This should allow maximum fuel without smoke throughout the boost range
(spinning aneroid diaphragm)
This should stop and remaining smoke at high rpms (adjusting smoke screw
at top of aneroid)
**I'm just guesssing on pulling the aneroid line to set the max fuel.
Logic only work if the underlying premises are true.
