[Vwdiesel] IP on NA Slow Deceleration Response

On an '81 Bunny- Runs great, good acceleration but when clutch is
engaged, it takes a second for the engine to idle down.  So, when you
are shifting through the gears the engine stays revved like you haven't
let up on the accelerator pedal. The car sat for a few years and I
haven't driven it much yet.  The IP won't do this when you play with it
while sitting in the garage.  No binding on the levers.....
