When I first purchased my '86 Jetta The steering would shift right and left depending on whether it was under throttle or overrun. It was not the control arm bushing, but rather the stud had broken its weld to the frame, allowing the control arm to shift forward and aft. The design on my '86 led me to believe it was designed to break. I forget why I thought that as it was seven years ago. Something about the stud being welded to the top of the frame member and then a significant sized hole rather than a tight one at the lower part of the crossmember, or something like that.
