Disassemble and clean lifters. Examine with magnifier, look for cracks, pitting, sign of unusual wear. Replace any in doubt.
Replace all seals, exhaust guides, and exhaust valves.

head shop guy say replace all lifters 
if I need to save money, knurl old guides and reuse old valve that are reusable 
does this sound like the right order of priorities?
