Isnt it simply the case that the one arm has to be set for
minimum acceptable idle. In the absence of extreme 'upping'
of the power screw (collared one) idling would drop to
unsustainable levels without this arm.  So this arm is set
first.
 Second arm can be put anywhere that allows full travel of
the accelerator pedal. EXCEPT the maximum screwstop is set
to limit rpm.
