Yes Loren it is only determined by internal pump pressure.----------BUT here come the
lid of the can of worms..

what DETERMINES PRESSURE ? 

Many many variables.   ---- here are a few--:    RPM,fuel viscosity condition of pump.

Type of returnspring  ---they come in different colors    Setting of the pressure valve.
Orifice .  ----  to make sure setting of valve is valid do not change orifice.
Usually fluid by that amount of pressure and and flow will in time increase the hole.
