check your valve clearance.
put at tdc, run a feeler gauge between the lobes and the followers. sounds
like you have bad or no valve closure. With those compression numbers your
engine is either turning over Veeeeeeery slowly, the valves are not closing,
or you forgot to install the rings. :-) You checked ring end gaps, right?
should be at least a couple hundred psi on a fresh motor, cold or not.
