Hi Loren,
     Thanks for the input.  I bet my original solenoid is OK then and I have
some sort of circuit issue causing low voltage to the solenoid.  That would
explain why it doesn't completely die most times, rather just goes to idle
and no pumping of the diesel pedal makes the engine rev up.

  It's highly unlikely you'd be getting HIGH voltage to the solenoid so I'd
be
more suspect of a poor connection somewhere and getting LOW voltage
causing it to not open fully. However it seems that it doesn't take much
to open one either. :-P
