My first thought is...

...did you check for zero at each 'minimum'?
And did you check to make sure the gauge holder (and gauge) were tight,
ie, no movement?

These two problems were always my bane.

PS, Is 0.85 the set point? Does it give a range when checking? Such
as .80-.90? I always liked setting it to the top of the range.

Well I did the pump timing by loosening the Cam Sprocket as there is no way to get to the retaining bolts while the engine is in the car. I checked another Volvo manual and it states to use the cam wheel procedure, so that what I did. (Thanks Loren)

 

The pump timing is supposed to be set at 0.85 (another manual states 0.80) so I set in on 0.85. After you set the pump timing and tighten the cam wheel. It states to rotate the engine 2 rotations and check the dial indicator. It should read .085

 

2 rotations reading 0.69

4 rotations reading 0.85

6 rotations reading 0.82

8 rotations reading 0.82

10 rotations reading 0.82

Is it normal to have these variations?
