[Vwdiesel] wiper fuse blows/smoke from steering column

There's no mystery here. 

If there is smoke there is a short. Frayed/bare wiring grounding in the
column.

Check the wiring along the steering column first, then take the covers
off and check out the wiper stalk switch.

The wiring harness should be easy enough to spot and fix. You can pick
up another wiper switch at the local bone-yard for a few dollars.
