They (glow plugs) are never really hardly ever needed, don't fret with that.
they make summer starts more pleasant as well.
Upper rad hose senders near the head- one is for the temp gauge, one is the
glow plug temp sensor. they are identical, so test is to swap the plugs on
them. If your temp gauge quits reading correctly, and the glow plugs start
to work correctly, it's the sensor.
The light on the dash is only an indication of when to start the car, not an
indication of plugs being on or off. It's linked to the timer part of the
relay, not the power to the plugs part. One can fail without the other
knowing it. Best diagnostic tool is still to have an indicator light direct
to your glow plug bus bar. It will tell you beyond doubt if the plugs are
on or not, and there are a hundred ways to do this, from dash lights to a
light in the hood grill.

Yup, that's the motor and I think I may have solved the problem. I'll try
to confirm tomorrow. I am sure its the glow plug temperature sender. It
makes perfect sense. With my switch hooked up ( a wire literally is wound
on the terminal that SHOULD be grounding to make the whole thing go like its
supposed to ... ) it works fine. So, I am simulating the ground that the
relay should be seeing from the temp sender, but isn't. I guess the light
on the dash is also somehow connected to this sender ? The great thing
about all this, is the fact that now that I know how it is all wired and
supposed to work. I can hook up an intercept switch to prevent the GP's
from turning on in the summer when they are hardly needed ....

If yours is the 1.9TD (AAZ) I imagine that your relay is the same as the
1.6TD relay and so the tests would be the same. I do have the Haynes for
that model/year, but it is on the shelf in the garage, and shucks, I'm in my
PJ's. Tomorrow I'll check, if noone else kicks in first.
