Sorry if this post is out of date, just catching up. 12psi sounds about right. Do you 
have a BOV on the intake? If so, it may also be limiting the boost, although it will 
usually cause a 2-4 psi drop when it opens. My K14 from Andrew produces 15psi, 
but I suspect a stuck wastegate or blocked pressure line.
