 I have 2 Jettas. 91 gasser & 91 diesel. Both have play at the spring.

Knowing that air bubbles are rumored to be trapped in the A2 rear brake 
proprtioning valve, I laid under the car yesterday in attempt to get 
some less scary stops.  Working the valve by hand, I realized that there 
is absolutely no spring tension on the unit.  There is about 3/8" (~1.5 
cm) play in the spring.  I did replace that valve a number of years ago 
because of a bad leak.  When I set it back on, I put the adjusting bolt 
back where it had been and everything was fine.  I don't, however, 
remember if there was any play.  Anyone know if there is supposed to be 
play there or is the proportioning valve is supposed to be constantly 
under tension?
