[Vwdiesel] Oil restrictor for turbo?

The way to fix the problem (if there is one of pressure building up) would
be to enlarge the drain tube, ensure that the drian side has no restriction,
etc.
The restrictor is to reduce the amount of oil going to the turbo.
this restrictor thingy is like putting less oil in your engine to keep it
from using oil.  It has special applications, such as when running very high
oil presures, but not for passenger car stuff unless it's on something
highly modified.

What I don't understand is how this works (if it does). Wouldn't restricting
the oil drain on the turbo serve to increase the chances of seal failure?
