[Vwdiesel] Oil restrictor for turbo?

I saw this item tonight, and am a bit puzzled by it:

"This flange also incorporates a restrictor to keep pressure from building
up in the bearing assembly, preventing the seals from failing. Install this
flange on your turbo setup and reduce chances of bearing seal failures! If
you feel the restrictor is too small for your application, it can be drilled out
on a drill press up to 3/16" larger for more flow"
What I don't understand is how this works (if it does). Wouldn't restricting
the oil drain on the turbo serve to increase the chances of seal failure?
