  It also relates to cell phone usage somewhat.  Bad drivers using cell 
phone are DANGEROUS!  Good drivers...  It's a different story.  I don't
believe in banning cell phone usage in a car.  It WOULD make sense 
to increase the fines for accidents or laws broke WHILE using a cell 
phone though.  I don't use one in the car/van much but most people 
wouldn't put up with talking to me while I'm driving anyway. I pay 
attention to the road to the point they have to repeat better than 
50% of what they say.  If I get into traffic, have to stop, make a 
turn, etc.  I tell them to hang on and don't talk or listen to anything.  
Most people say they'll talk to me later after a couple of those!  ;-)
