For over 30 years I've flown airplanes; busy airports, caffinated 
controllers, CX patients feeling ill in back, ice on the wings,
whatever, and we still talk on the radio.  And fuss with maps, 
and manage the systems.  It's an issue of task prioritization.
In aviation, one aviates (flies the plane), navigates (gets you there
and all that means) and communicates (talks on the radio, etc.).  

As best I can tell, managing driving is the same thing.  Priorities.
One needs to be able to drop the cellphone, donut or eyelash curler,
when the road demands it!

Personally, the curl in my lashes is almost as important as the overfueling
smoke in my rear-view mirror.  Don't bother me with a cell call right now...
