Not necessarily so.

You can get a part from VDO to make a speed signal.  I
had to get it from Germany (but there could be a US
source, I just knew a guy in Germany), but it just
screwed onto the back of the speedometer in my '78
bus.  It also came with hardware to splice into the
speedo cable if needed.

(I took the whole system off my wrecked '90 VW Corrado
and put it on my '78 bus.)

It provided the correct signal to work with the cruise
control computer in a VW cruise system.  (You can pull
the system out of a junkyard car.)

Another option is to go the the junkyard to get the
cruise off another car, and then use the speed sensor
of the back of the speedometer of that car and put it
on your car.  It should be simply a matter of
unscrewing a cap off the speedo and putting the sensor
in there.

With a manual trans, something that measures engine
RPM will work fine, though with an auto trans it
wouldn't work right and if for some reason you wanted
to shift from 5th to 4th and click resume it also
wouldn't work.
