  Because they have enough votes to do it.  :-(  We see the same type 
of thing here from the Seattle area (outvoted).  One little fluke I heard of 
is the Steven's Pass RR tunnel's fans all blow the engines' exhaust out 
the west side of the tunnel.  :-D
