Loren,
What model Quattro?
If the fuel pump relay is the same as mine, it has a place on top to accept
a fuse. Inserting a fuse will bridge the 'safety' circuit and drive the
fuel pump with ignition-on, as well as allow initiation of a diagnostic
routine (5000 models, at least).
Otherwise, the pump should not turn on with the ignition, but will turn on
when the engine is cranking hard enough to lift the F.I. metering plate.
Once again, relative to model, lack of 'safety' interlock signal i.e.
lifted metering plate, the ignition may also be disabled (not 100% sure,
though I have found a no-spark condition coincidental with no lifted
metering plate... (?)
I experienced a condition where a vacuum leak would not allow the plate to
lift enough to fire the pump / injectors. I wired up a push button to fire
the cold start injector, and once 'primed' and fired, the plate would lift,
pump would be off and running, ignition firing, and there would be no
discernible idle issues related to the leak. Check it out with a test
light. I seem to recall that the hot to the CS injector is always hot with
the ignition switch, and the ground is switched through the computer. In
that case, your momentary PB would ground the circuit.
The leak was on the boot over the metering plate on a 5KTQ. There is a 90
degree elbow from the side of the boot, THROUGH the inner fender, and back
into the F.I air box, that can (and did) become disconnected inside the
fender, accessible only by pulling the plastic inner fender. PITA.
If your FP relay does not have the jumper option, one can be pulled from a
5000.
Either way, with the ignition on, and the 'boot' removed, lifting the plate
(by the center nut with a pair of needle nose pliers) will fire the pump
and the injectors will buzz audibly. If not, its your pump, or relay.
For 'typical' ignition failures, check the 3-wire connection to the Hall
sensor, on the side of the distributor.
First, though, check for fuel. If it 'seems' like no spark, and its
cranking, then the plugs should be wet. If they're not, keep checking the
fuel delivery.
I kept the push button on the cold start inj., even after I fixed the
issue, and it never let me sit again. Ever.
Also guarantees starts when vapor locked, or the check valve has 'checked
out'.

:-( Anybody have any experience on any "typical problems" or obvious place
to start? Checked that the CIS fuse was good and in place, other fuses are
good so there's the basic test light stuff but any other suggestions?
