[Vwdiesel] Quattro no start

I have a 90 Audi 200 that works that way, fuel pump
will not turn on until a sensor sees enough RPM on
flywheel.  I do not think an 84 VW Quattro was wired
that way, but if it has the slot for the fuse in top
of relay (my relay is stamped 215) then it most likely
is not running.  Put a 10amp fuse in, go to pre-start
on key for 10 seconds.  key off, remove fuse, try to
start again.
