[Vwdiesel] Quattro no start

The 4000 Quattro's do not have this. The turbo cars have an integral 
ignition and fuel injection control, required to run them correctly. The 
4000's have a completely seperate control for the ignition, and therefore 
only the hall sender and the ignition control are required in addition to 
the normal components for spark. Fot the fuel pump to run, the relay has to 
see signal from the hall sender.
