I don't like that theory at all.  If the sleeve were hanging up I would think 
that it would either runaway up to the governor limit (if the bleed hole were 
covered) or drop off completely (if the bleed weren't covered) due to zero 
pressure being developed and no injectors firing.  Either way it wouldn't idle.  
Experts, jeesh.  He'd charge you $250 to tell you his theory wasn't correct...
