Try a huge shot of Stanadyne, or some lubro-moly diesel purge.
I'm not a believer of a fix in a can, but those two are as close as it
gets. If it is varnish causing an internal part to hang, then this
should alleviate it. Beyond that, it's R&R...
For the pump to drop off to idle, you have to loose internal pressure,
or the governor has to fail. This would be one of those times a
pressure gauge on the pump internal pressure may tell you something.
I suspect something mechanical however. I had a cat motor that would
act real screwy, sometimes similar to your stress, sometimes idle would
be gone and everything else would work. Turned out that the recently
rebuilt pump was missing a few fasteners internally... the noob that
rebuilt it at Cat was still climbing the learning curve using my pump as
a crampon. I guess I shouldn't say the fasteners were missing; they
weren't missing. They were still there, but just not in the threaded
holes they were intended to be in.
You might as well just get a different pump and prevent this one from
making you walk someday soon.
