[Vwdiesel] Power Steering Pump

Just bought a new pump for my power steering and have run into a jam.
I cannot remove the torque bolt that hold the pulley to the pump.
What has me more comfused is that the new pump does not HAVE a bracket for
these bolts to secure to.
So heres the question, how do I get the torque bolts off, or do I just need
to go pick up a pulley and put a new one on as there is no bracket on the
new one
