[Vwdiesel] '84 Quantum TD no start :(

I suppose it had to happen sooner or later. I went out this morning  
to start the car. Cold start lever pulled out, check. Glow plugs  
warmed up, check. But it wouldn't start for love nor money! I tried  
it again when I got home, and still no joy. My current tank of fuel  
comes to about B30 and the temperature was in the low 40s  
(Fahrenheit), at least in the evening, so I doubt if the fuel is gelled.

As a relative diesel newbie (9 months), I find myself dealing with  
this for the first time in a diesel. Where do you suggest I start?
