Unfortunately all you really do when moving the fossil fuel burning
generation plants to "rural" areas is pollute the headwaters of your
water supply and the prevailing winds will bring the pollution back to
the more dense population areas. We rural people do thank you for the
jobs, but we really hate it when our favorite trout stream becomes catch
and release because of pollutants. I am not a N.I.B.Y., as I support
the powerplant being built 15 miles from my backyard, but if L.A. wants
cheap electricity then let L.A. deal with the pollution because us rural
people are getting tired of being the urban dumping grounds. Lets face
it no matter what form of energy we use in our daily lives there is
going to be an enviromental impact. What is the the effect on the
weather if we were to fill a high wind area with wind generators? Is it
possible to pull enough energy from the wind to make a change in weather
downstream from the wind gennies? Guess the best policy would be to
practice good stewardship of our resources because neither extreme is a
long term solution. Rant off.

However, this would not be the case if the electricity is generated from a nuclear generating plant or some form of renewable energy such as hydroelectric, wind, solar, etc. Also, if you generate electricity from coal at say, 4 corners (AZ,NM, UT,WY), you remove the generation of pollution from a densely populated urban area such as LA to a sparsely populated rural area.
