  I wish I could find the European Car article I read a few years back.  It 
was about the (then) new Saab.  They did some interesting tests with it, 
checking emissions.  It was able to consume all of the 2 stroke exhaust of an OLD 
Saab and still maintain the same, clean tailpipe emissions.  In fact the 
tailpipe emitted less emissions than were in the ambient air!  They also pointed out 
that most of the new cars on the road, for amount of HC's consumed, produce 
less emissions than the power plants that make the electricity for a "zero 
emission" electric vehicle to travel the same distance!  The summary of the article 
was the fallacy of mandating "zero emission" vehicles if the true goal is 
lower pollution.
