[Vwdiesel] cabin fan

Hey guys
  Ever since I bought my Jetta 91 the cabin fan only works on high,I checked and cleaned the switch but that didn't help, connectors seem ok, I wasn't motivated to start tearing apart the dash to get at the fan.
  I wasn't really worried about the problem, but a friend just bought a jetta 86 and he has the same problem.
  Is this a common problem? 
  I have yet to sit down and go through the schematics.
