[Vwdiesel] hard brakes

On VWs, the cruise has its own electrical vac pump, as
does the central locking system.

The vacuum pump "powers" the brake booster and air
flaps for the cabin heating/cooling system (regardless
of whether or not the car has A/C).

If the vacuum pump doesn't work, then you have no
brake boosting, and the pedal will be stiff.  It won't
travel further down than normal, it'll actually travel
less, and with more foot effort.
