[Vwdiesel] hard brakes

In later year Audi's they added a Brake
Hydro-Accumulator, but not in your case.  I owned an
Audi 79 Diesel, but never had brake issues, so I am
not sure on this one.

I would lean toward vacuum repair kit, there must be a
way to test the vacuum that it is producing with a
mighty vac tool (very inexpensive if you do not have
one) and compare the reading to factory specs.
